Fix for Bind-on-Equip items in Midnight

About five minutes ago, we deployed hotfixes to address issues with Bind-on-Equip items. Items that needed to be adjusted should now work as intended, and gear that is intended to required a player level below 90 should have a required level appropriate for its item-level.
